The cost of spending reactively

Most sewer and manhole budgets don't get planned — they get consumed. A main collapses, a manhole fails, a complaint comes in, and the money follows the emergency. The result is a program that spends every dollar it has and still falls further behind, because the assets that are about to fail never quite make it onto the list before they do.

The five-to-one ratio is not a marketing claim. It's the documented relationship between what proactive rehabilitation costs and what emergency repair costs for the same asset. Catch a pipe at the right point in its deterioration curve and you're lining it. Miss that window and you're excavating, replacing, repaving, and managing traffic control — often at five times the price or more. The math is not subtle.

The harder problem is that most utilities already know this. The gap isn't awareness — it's the ability to act on it. Turning inspection data into a ranked, scoped, and fundable capital plan has historically required months of engineering time, spreadsheets that don't survive contact with a budget cycle, and cost estimates that get challenged the moment they reach a council chamber. The question isn't whether proactive spending pays off. It's whether you can build a plan defensible enough to actually get funded.

The webinar: building a capital plan live

On July 15, 2026, SewerAI hosted a 60-minute webinar — Five to One: How to Turn Every Proactive Dollar into Five in Avoided Repairs — that tried to answer that question in real time. Rather than walking through slides, Seth Nickinson, SewerAI's Director of Product, built a full capital plan live on screen: starting from raw inspection data and ending with a funded, defensible project using Smart Project Builder. Then the session opened into a roundtable with practitioners who have already made the shift.

From raw data to a funded project

The live demonstration was the centerpiece of the session. Seth Nickinson opened with a dataset of inspection results — the kind of output that typically sits in a spreadsheet or a GIS layer, waiting for someone to do something with it — and walked through how Smart Project Builder transforms it into a capital plan.

The process is not a report generator. It's a decision engine. The platform takes condition scores, risk weights, and cost inputs and produces a ranked list of projects — each one scoped, priced, and ready to defend. What used to take months of engineering time, the session showed, can now be done in minutes. The output isn't a recommendation to study further. It's a project you can take to a board.

"The goal is to get from data to decision without losing the thread," Seth said. "Every step in the plan has to be traceable back to the inspection record. That's what makes it defensible."

Risk & Rehab scoring: ranking what fails first

The foundation of the capital plan is Risk & Rehab scoring. The platform evaluates each asset by two dimensions: the likelihood that it fails, and the consequence if it does. A pipe in poor structural condition under a major road scores differently than the same pipe in a low-traffic easement. The combination produces a risk score that reflects not just what's deteriorating, but what matters most when it does.

The scoring is configurable. Utilities can weight factors to reflect their own priorities — age, material, depth, proximity to critical infrastructure, flow volume. But the output is standardized: a ranked list with a documented methodology behind every position on it. That documentation is not incidental. It's the difference between a capital plan that gets approved and one that gets sent back for more analysis.

"The record matters as much as the ranking," Seth noted during the demo. "Anyone can produce a list. What a council or board needs is the audit trail — why this asset, why this year, why this cost."

Local cost customization: estimates that hold up

A capital plan is only as credible as its cost estimates. Generic unit costs — the national averages that ship with most software — are the first thing that gets challenged in a budget meeting, and for good reason. Rehabilitation costs vary significantly by region, by contractor market, by soil conditions, by pipe diameter. A number pulled from a national database is a starting point, not a defensible estimate.

The session walked through how the cost engine in Smart Project Builder can be tailored to local pricing — using actual bid data, local contractor rates, or recent project actuals. The result is a cost estimate that reflects what rehabilitation actually costs in your market, not what it costs on average somewhere else. That distinction is what separates a number that gets approved from one that gets sent back.

For utilities that have already run projects, the platform can be calibrated against those actuals. The cost engine becomes more accurate over time, and the capital plan becomes easier to defend with each budget cycle.

Manhole risk scoring: closing the gap on overlooked assets

One of the session's first-look previews was the extension of risk scoring to manholes. For most utilities, manholes have lived outside the capital planning process — inspected separately, tracked separately, and rarely integrated into the same prioritization framework as the pipe network. The result is a blind spot. Manholes fail too, and when they do, the costs are significant.

The preview showed manhole risk scoring operating within the same framework as pipe risk scoring — the same configurable factors, the same map and table views, the same output format. The practical effect is that manholes can now compete for capital alongside pipes on a common risk basis, rather than being funded (or not funded) through a separate process that rarely has the same analytical rigor.

"Infiltration doesn't care whether it's coming through a pipe or a manhole," Seth said. "The capital plan shouldn't either."

The roundtable: what changes when you can see risk before the budget is set

The second half of the session was a candid conversation with Shawn Clark of the City of St. Pete Beach and Ken Charm of AQUALIS — two practitioners who have been through the shift from reactive to proactive planning and were willing to describe what it actually looked like.

The conversation kept returning to the same theme: the value of being able to see risk and cost before the budget conversation starts, rather than after. When the capital plan is built on gut feel and institutional memory, every budget request is a negotiation. When it's built on a documented risk score and a locally calibrated cost estimate, the conversation changes. The question stops being "why do you need this money" and starts being "which of these projects do we fund first."

Ken Charm described the shift in terms of what it does to the relationship between the utility and its governing body. "You stop defending your judgment and start presenting the data," he said. "That's a fundamentally different conversation, and it's a much easier one to have."

Shawn Clark echoed that from the municipal side. St. Pete Beach had been managing its collection system the way most small cities do — responding to what broke, deferring what didn't, and hoping the deferred list didn't grow faster than the budget. What changed wasn't the budget. It was the ability to show, in advance, what the deferred list was going to cost if it kept growing.
